flywheel key shears in briggs and stratton

I have had this problem on 2 separate briggs engines. The first was an older "L" head engine; this is an OHV engine. The key in the flywheel shears immediately when starting. There are no apparent problems, (obstructions, etc) and the valves are adjusted correctly. The engine has good compression. On both engines I have installed a steel key and both engines start and run normally. The "L" head engine ran for one season of mowing weekly before shearing the key again. The OHV engine has only been run for about an hour and is doing well. My question is: has anyone else had this problem and have you found the cause? cure?
Any help would be greatly appreciated. many thanks.

My guess on the first mower is that is if everything is turning freely by hand, it must be a spark timing issue.  If timing is off, it would cause the engine to buck when the explosion happens at the wrong time.
